Carlos Eduardo de Meneses Ribeiro, born in Mozambique on July 12, 1960, has a degree from the University of Aveiro in Electronic and Telecommunications Engineering, a master and doctor in Electrical and Computer Engineering from Instituto Superior Técnico, IST-UL. The doctoral thesis is entitled “phonetic speech coding”.

He is professor-coordinator in the Department of Electronic and Telecommunications and Computers Engineering at the Instituto Superior de Engenharia de Lisboa, ISEL-IPL, where he is the coordinator of the Electronic and Telecommunications and Computers Engineering course. He is the regent of the “Telecommunications I” (LEETC) and “Speech processing” (MEIM) curricular units. He is a member of the Pedagogical Council and President of ISEL's Ethics Committee.

He is a member of ISEL's M2A-Multimedia and Machine Learning Group, and he has been carrying out research in bioengineering, with emphasis on automatic diagnosis with speech signals.
